Receipt value and store participation determine the easiest refund route

Immediate refund is fastest for eligible smaller receipts; downtown booths add convenience but have provider/per-receipt limits; airport refund is the broadest path for complex or high-value shopping.

Best fitMinimum qualifying purchase: ₩15,000 per receipt under current official guidance.
Watch forImmediate refund: each payment under ₩1,000,000 and cumulative immediate-refund spend no more than ₩5,000,000.

Korea's tourist tax-refund system is much easier when you stop thinking of it as one process. There are three practical refund paths: immediate refund at a participating store, downtown refund after purchase, and airport/port refund before departure. Which path fits depends on the receipt amount, the store's refund provider, your cumulative spending and whether the purchased goods remain eligible for export.

First, do not confuse duty free with tax refund. Duty-free stores remove eligible taxes before you pay. Tax-refund stores charge the normal retail price and then refund eligible tax under the tourist-refund process.

Current eligibility basics

Which refund path fits your purchase?

Immediate refund: fastest, but with strict limits

Current VISITKOREA guidance says an immediate-refund payment must be at least ₩15,000 but less than ₩1,000,000, and cumulative immediate-refund spending during the trip must be no more than ₩5,000,000. You present your passport at the participating store and request the refund while paying.

This is the most efficient path for ordinary K-beauty, fashion and department-store purchases when the shop supports it. The important phrase is participating store. A receipt from a normal store does not become refundable merely because you are a tourist.

Downtown refund: convenient, but provider-specific

Downtown booths can process refunds before you reach the airport. Current guidance says each receipt must not exceed ₩6,000,000. You normally need the purchased goods, VAT refund receipt, passport and an international credit card. A key limitation is that downtown booths process their own refund company's transactions, whereas airport/port counters can process all companies.

You still have an export/customs obligation. Receiving money downtown does not mean you can ignore departure formalities.

Airport refund: best for complex or high-value shopping

At airports and port terminals, official guidance states that there is no purchase-amount limit during the stay for the refund counter/kiosk path. The process can require you to keep the goods accessible for customs inspection. At Incheon, the published sequence is to obtain the boarding pass, keep the refund goods and receipts with you rather than immediately checking them, obtain customs export approval when required, then complete baggage check and refund collection.

This is why packing matters. If the relevant goods are buried in checked luggage before the customs step, you can create an avoidable problem.

What if you already opened or used the product?

Current VISITKOREA eligibility says refunded products must be new, unopened and unused. If you plan to use cosmetics, fashion, electronics or other purchases in Korea, do not assume they remain eligible simply because you kept the receipt. If a specific operator gives different written instructions for a category, follow the current official operator/customs guidance.

Large shopping trip strategy

  1. Ask whether the store participates before completing a major purchase.
  2. Carry your passport when planning immediate refund.
  3. Keep receipts grouped by refund company.
  4. For high-value goods, photograph the receipt for your records but retain the original documents.
  5. Keep export goods accessible until customs/refund formalities are complete.
  6. Arrive at the airport earlier if you have multiple high-value refund claims.

How much do you actually get back?

The theoretical VAT portion of a VAT-inclusive price is not simply 10% of the sticker price; when VAT is 10% of the pre-tax price, the VAT embedded in a tax-inclusive price is price × 10/110. The actual tourist refund can be lower because the refundable tax, operator fees and item/category rules determine the final amount. This is why MikeyKorea's calculator shows the theoretical VAT separately from the refund path.

Four shopping examples

Beauty haul, ₩180,000: if the shop participates in immediate refund and you meet the tourist requirements, asking for the refund at checkout is usually simplest. Keep the goods unused if required by the current eligibility rules.

Designer bag, ₩2,500,000: the receipt is too large for the immediate-refund ceiling. A general refund route is more appropriate. If using a downtown booth, the receipt remains below the current ₩6,000,000 booth ceiling; airport processing is another path.

Several smaller purchases from different refund companies: airport processing can be simpler because airport/port counters accept all companies, whereas downtown booths process their own provider.

One receipt over ₩6,000,000: the downtown booth ceiling is exceeded. Current visitor guidance says airport/port counters do not impose a purchase-amount limit during the stay, subject to eligibility and the required customs process.

Why "10% VAT refund" is usually the wrong expectation

If a sticker price includes 10% VAT, the VAT component mathematically embedded in that tax-inclusive price is 10/110 of the total, or about 9.09%. The actual tourist refund can be lower still after non-refundable components or operator fees. This is why comparing the final purchase price after refund is more useful than assuming you will simply receive 10% of the receipt.

Airport packing strategy

Put refund documents, passport and high-value eligible goods where they remain reachable. Do not seal everything at the bottom of checked luggage before completing any required customs inspection. Incheon Airport guidance can require export verification before the bag is finally checked. If you are uncertain, ask airline/check-in or refund staff before sending the luggage away.

When a refund is not worth the effort

A small refund can cost more in time than it saves if the store does not offer immediate processing and you have to queue at the airport. MikeyKorea does not recommend chasing every possible refund. For a low-value purchase, convenience may be worth more than the refundable amount; for a high-value purchase, the process deserves careful planning.
